Description

This report was produced by a multidisciplinary team consisting of staff of the Secretariat of the Pacific Community (SPC), the Commonwealth Scientific and Industrial Research Organisation (CSIRO) and an independent consultant. Primary research and report drafting was undertaken by Jay McClean with the assistance of Mary Taylor, Johann Bell and Brian Dawson (SPC), in collaboration with Alistair Hobday, Sarah Park and Tim Skewes (CSIRO). The analyses of household income and expenditure surveys, and land tenure, were contributed by Greg Keeble, Jonathon Bower and Tim Martyn (SPC). Brian Dawson was responsible for overall project coordination and management.
