Description

PRRP is led by government agencies and also involves private sector in four participating countries - Fiji, Solomon Islands, Tonga and Vanuatu. It is delivered through a partnership between UNDP Pacific Centre and the international Non Government Organisation (NGO) Live and Learn Environmental Education (LLEE), with support from the Australian Government. It is a five year Programme with a total budget of US$14.3million (AUD$16million) and is due to finish activities in July 2018.

Project Objectives

PRRP works with Pacific Island nations and their people to consider the risks they face from climate change and disasters and include those risks in their usual plans for development. Communities can become more resilient to climate change and disasters if routine government, community and other planning takes these risks into account. This risk governance approach is delivered through a partnership between the United Nations Development Programme (UNDP) and international non-government organization Live & Learn Environmental Education (LLEE), and supported by the Australian Government. PRRP is being delivered in four countries: Fiji, Solomon Islands, Tonga and Vanuatu. The purpose of the Programme is that governments, civil society and communities in trial locations, and in accordance with their unique contexts, identify risks and needs and formulate, and in some cases implement socially inclusive, effective and sustainable responses. The goal of the Programme is the long-term vision that communities are more resilient to risks from climate change and disasters.

Project Actions
The end of programme outcomes (EOPO) for the programme and the associated structure are: EOPO 1: CCDRM considerations are integrated into coherent cross-sectoral development planning, budgeting and performance frameworks. • 1.1: National Development Planning • 1.2: National Disaster Management Planning (preparedness and recovery) • 1.3: Private Sector Engagement EOPO 2: Participating Countries integrate CCDRM considerations into sub-national and community needs assessment, planning, budgeting, and performance frameworks. • 2.1: Sub-National Development Risk Governance • 2.2: Sub-National Specific Sector Risk Governance EOPO 3: Internal and external stakeholders use quality, credible information generated by the programme to inform their readiness for, adoption of, or commitment to effective risk governance.
Project Activities
Activities: 
A small sample of the PRRP-supported Risk Governance activities across the 4 target countries include (more activities detailed below in ‘Links’ for (a) Country Briefs and (b) Fast Facts): 1. Facilitated establishment of the Recovery Coordination Committee (RCC), with a new post created to support the RCC and development of a Recovery Action Plan for the 2014 April foods (in Solomon Islands); 2. Facilitated establishment of Food Security and Livelihood cluster with major inputs for early recovery (in Tonga); 3. Coaching and establishment of a new post for DRM for the Education cluster – which provided for more effective response and recovery planning in the drought situation last quarter of 2014 (in Fiji) 4. Direct support to communities following disaster events for food security e.g. 17 nurseries established for affected communities after TC Ian (in Tonga); and seeds/seedlings, tools and training to 181 households at Burns Creek community on Guadalcanal (in Solomon Islands).
